Everything a
volunteer group needs.
Twenty-one modules on a single database. The ones a volunteer group doesn't use are switched off per organisation, and switching them off deletes nothing: if they are switched back on tomorrow, the data is still there. Together they work as one: whatever is configured on the web appears instantly on the volunteer's phone.
Dashboard
A dashboard with the essentials at a glance: active volunteers, this week's duties, services completed, unfilled places and open alerts, with monthly trends and shortcuts.
Services and events
The core module. Create, publish and track every deployment: type, date, location, priority, places and requirements. Link tasks, vehicles and resources, and close with a report.
Coverage: self-service, assignment or mixed
The coverage mode is chosen service by service. In self-service, eligible volunteers sign up from their phones; the system checks their specialisms and that their certification is valid at that moment, and manages the waiting list with automatic promotion when someone drops out.
Volunteer availability
Beyond “available / not available”: several levels configurable by the volunteer group. When planning a service or sending an alert, the coordinator can target a specific level only.
Alerts with confirmation
A dedicated channel with priority levels and, above all, response confirmation: “On my way”, “Can't make it” or “Acknowledged”. The coordinator sees in real time how many confirm they are coming.
Inbox and messaging
So that communication no longer depends on WhatsApp: personal inbox, two-way messaging and multichannel notifications —push, email and SMS for emergencies— according to each volunteer's preferences.
Duty rota
Shift planning in weekly and monthly views, with a daily coverage summary. Coordinators assign; volunteers offer to cover and request swaps from their phones.
Volunteers, call signs and groups
A single record with protected personal and medical data, role, specialisms and accumulated hours. Radio call signs for people and vehicles, and logical groups to which services and alerts can be addressed.
Training and document management
Training catalogue and each volunteer's history. Licences, qualifications, medical certificates and insurance policies in encrypted storage: when they expire, the volunteer is no longer eligible and the system gives advance warning.
Inventory and fleets
General equipment in the inventory with inspection alerts. Vehicles are managed with integrated Flotacore360: real-time tracking, predictive maintenance and signed traceability.
Reports, statements and annual report
Closing a service generates a report with what was done, incidents, resources and volunteers present. Hours calculated from check-in/out, PDF export and annual report.
Hydrants and water points
For firefighting support: logging and locating hydrants, standpipes, ponds and intakes on a map, with flow, pressure, condition and inspections. Imports open data (GeoJSON and CSV) or manual entry, on National Geographic Institute (IGN) mapping with cadastre and SIGPAC layers overlaid when you need to know who owns the plot you are entering.
Emergency plans
Municipal and regional plans are loaded with their phases. Each phase has its call-out criteria and the people required, and activating it publishes the service and sends the alert in a single operation, by the same route as the emergency button.
Financial control and grants
Budget by line item, transactions and up-to-date balance. The justification report cross-references the spending on each line item with the volunteer hours for the same financial year, taken from the same calculation that feeds the reports and the annual report, so the two figures can never disagree.
Vehicle log
Each vehicle's history in one place: refuelling with litres and mileage, servicing, repairs and MOT (ITV). If it is about to go out on a service with an expired document, the platform blocks it and only allows it if someone records in writing who accepts the exception.
The full catalogue also includes: a unified calendar of services, duties and tasks · advanced statistics with comparisons between volunteer groups for provincial councils and autonomous communities · organisation settings, territorial structure, permissions, inheritable catalogues and branding · and the Control Room and GPS module described below. The advanced modules —Control Room and GPS, Hydrants— are added in the final phases of the rollout.
The workplace
of heads and coordinators.
The web platform opens in any browser, with nothing to install. This is where everything is configured, services are created and published, and volunteers, training, inventory, vehicles and communications are managed.
- ✓ Active volunteers, this week's duties and unfilled places, in real time
- ✓ Publishing services with places, requirements and coverage mode
- ✓ Alerts with response confirmation, without calling anyone one by one
- ✓ A single database: whatever is configured here appears instantly on the volunteer's phone
The alert leaves the dashboard
and reaches the volunteer.
Coordinators work on the web; volunteers on their phones, on the same database. The app handles the three things that matter day to day: who is responding to an alert, who is eligible to cover a service and how many hours each person has logged.
The alert, with confirmation
“On my way”, “Can't make it” or “Acknowledged”. The coordinator stops calling people one by one and sees on the dashboard how many confirm they are coming, as they reply.
The service, via self-service
It is published with places and requirements, and eligible volunteers sign up from their phones. The system validates current certifications and manages the waiting list.
Check-in, check-out and hours
The volunteer records their arrival at and departure from the service. Hours are calculated automatically, feed into the report and are kept in their activity history for the annual report.
Units on duty,
on the map.
The control room view shows the real-time position of deployed units, backed by Flotacore360 GPS tracking and integrated with radio call signs and each vehicle's record. The coordinator no longer has to ask over the radio where everyone is.
- ✓ Real-time position of each deployed unit, on the map of the municipal area
- ✓ Each marker shows its radio call sign, status and speed; one click opens the vehicle record
- ✓ Tracking backed by Flotacore360: predictive maintenance, remote control of lights and siren and signed event traceability
- ✓ The active service area and the assigned units, in the same view
- ✓ Advanced module: added in the final phases of the rollout
One product,
three levels.
Each level sees and manages only what concerns it, with guaranteed data isolation and upward aggregation that respects privacy. No municipality can access another's information, higher levels see consolidated figures and trends —not individual records, unless authorised— and a volunteer can work with several municipalities while keeping a single record.
The volunteer group manages its day-to-day work: volunteers, services, duties, training, equipment and communications. The head, deputy head and coordinators work on the web; volunteers on their phones. Its own volunteer recruitment page.
Coordinates the municipalities in its area: a consolidated view of the whole network, common catalogues of training and service types that municipalities inherit, and activity comparisons between volunteer groups, respecting the privacy of personal data.
A global, aggregated view of the whole regional network: consolidated indicators, trends and comparisons between provinces and municipalities. Data for the strategic planning of emergency volunteering on a regional scale.
Its own page
to recruit volunteers.
Each municipality has a public page, customised with its name and crest, where any resident can find out about the volunteer group, understand what volunteering involves and sign up. Applications go straight to the head's dashboard, where they are reviewed, accepted or rejected without leaving the platform.
- ✓ One page per volunteer group, with the municipality's name and crest
- ✓ Residents fill in their details and motivation and accept the privacy policy
- ✓ The application appears on the head's dashboard, where it is reviewed, accepted or rejected
- ✓ Once accepted, the volunteer already has a record, the app and access to open services
- ✓ Multilingual portal, like the rest of the platform
Built for
mission-critical operations.
ProteCivil360 handles personal and medical data under the umbrella of Labrax's certifications, with an impact assessment for health and geolocation data, enhanced encryption of medical data and data hosted in the European Union. Access for the head and deputy head requires a second factor, and backups are stored encrypted with AES-256 and purged after thirty days. The system is fully API-based: the web dashboard and the volunteer apps consume the same REST API that any City Council system can consume, with the OpenAPI contract published and browsable from within the platform.
Everything you need to know
about ProteCivil360.
What is ProteCivil360?
ProteCivil360 is a SaaS platform for Civil Protection Volunteer Groups and the administrations that coordinate them. It brings together the management of volunteers, services, duty rotas, training, equipment, vehicles and communications in one place, with a web platform for management and iOS and Android mobile apps for volunteers.
Is it for a single City Council, or for provincial councils and autonomous communities too?
ProteCivil360 works at three levels: the City Council that manages its volunteer group, the provincial council that coordinates the municipalities in its area and the autonomous community with an overall view. Each level sees and manages only what concerns it, with guaranteed data isolation and upward aggregation that respects privacy.
How are services covered?
The coverage mode is chosen for each service: self-service (eligible volunteers sign up from their phones), assignment (the coordinator assigns) or mixed. The system checks current specialisms and certifications at the time of sign-up and manages the waiting list automatically.
Does it comply with data protection regulations?
ProteCivil360 handles personal and medical data under the umbrella of Labrax's certifications (ENS High, ISO 27001, ISO 27701, ENI, UNE 178104). It complies with the GDPR and the LOPDGDD, with an impact assessment for health and geolocation data, enhanced encryption of medical data and data hosted in the European Union. Access for the head and deputy head requires a second factor, and backups are stored encrypted with AES-256 and purged after thirty days.
How does it manage vehicles?
General equipment is managed in the inventory. Each vehicle has its own record and log: refuelling with litres and mileage, servicing, repairs and MOT (ITV), and documentation with expiry dates —if it is about to go out on a service with an expired document, the platform blocks it unless someone records in writing that they accept the exception—. On top of that, integration with Flotacore360, a 100% API-based professional fleet platform, adds real-time tracking, colour-coded predictive maintenance, remote control of lights and siren and signed event traceability.
Is it available in several languages?
Yes. The web platform, the mobile apps and the public portals are all multilingual, and each user chooses their interface language in the settings. It is designed to be deployed anywhere in Spain and to adapt to the linguistic reality of each autonomous community without duplicating installations.
