Issues, lost property and public highway access, in a single app.
Centinel360 brings together in a single app what residents use most from their City Council: reporting an issue or an emergency, recovering a lost item, applying for permission to drive in or occupy the public highway, and receiving the municipality's news and official notices. Mobile app, web portal and management dashboard, certified to ENS High and GDPR-compliant by design.
The City Council
in residents' pockets.
The e-government portal is accessible only to those with a digital certificate. Urgent requests (a house move this Saturday, a street light that's out, an emergency) don't fit traditional procedures. Centinel360 closes that gap between the City Council and its residents.
Five modules and an
extensible platform.
Four features residents use every day and a fifth for the City Council itself, on a single platform, integrated with Appolo when the municipality already has it deployed. Each City Council contracts what it needs at any given time: Issues and Alerts is the minimum basis for a digital presence and the rest are added according to local priorities, in a matter of days on the platform already in operation.
01 · Issues and alerts
Reporting of urban defects with photo and geolocation, across more than 40 preconfigured categories. Digitally signed official alerts from the City Council, with cryptographic verification visible to residents. SOS button with safe activation that sends the exact GPS location to 112, optional medical data and an alert to trusted contacts. Real-time tracking with a notification at every status change. Full issue management, further down.
02 · Lost property portal
Public catalogue searchable by category, area, date and keyword. Whoever finds something registers the find; whoever loses something searches and claims it. Contact between the two is mediated by the City Council without exposing personal data. GDPR traceability of every deposit, custody and handover, with signed digital receipts and automatic calculation of the statutory custody periods.
03 · LEZ and public highway access
Everything that requires municipal permission to drive in or occupy the highway: LEZ, historic centre, pedestrian streets, house moves, terraces, scaffolding, skips, roadworks, events and filming. Automatic verification of the number plate against the DGT and of the address against the municipal register, Cl@ve signature, fee calculation based on the shape drawn on the map, Redsys payment and an authorisation QR code on the phone for on-street checks.
04 · News and notices
The City Council's official channel for reaching residents: mayoral notices, news, announcements, road closures, service notices, events, campaigns or any information of municipal interest. Push notifications segmented by area or group, with read receipts and reach metrics.
05 · Camera viewer with LPR
All the municipality's cameras on a single screen —traffic, LEZ, checkpoints, entrances and public spaces— with automatic number plate recognition at every point: direction of travel, date and time of each pass, and recognition of make, model and colour. Search accepts partial number plates, which helps when the starting information is incomplete. It detects banned turns, wrong-way driving, bus lane use and unauthorised access, and checks every number plate read against the permits granted in module 03, so on-street enforcement is no longer manual. The system proposes the detection; the decision to penalise always remains with the City Council.
Integrated with Appolo, the police management software from the same manufacturer: the permit a resident applies for here passes to the register in real time, Appolo checks it on the street and, if the number plate is not authorised, opens the penalty proceedings. Resident procedures and police action stop being two separate circuits. The integration is optional and reversible: Centinel360 works on its own, with a full back office from day one, and anyone adding Appolo later migrates nothing.
And whatever else your municipality needs: Centinel360 is extensible. On top of these five modules, any others each City Council requests can be added —procedures and enquiries with case status, appointments and fee payments · city information on the municipal GIS, with air quality, traffic and transport · citizen participation and participatory budgets · tourism and local businesses— and the services the City Council already runs are integrated: e-government portal, registry, municipal register, tax payments, appointments or transport. Residents come in through a single point of access.
From the street to the fix,
paperless.
Residents report the issue in a minute; the City Council assigns it to its department, a subcontractor or a specific technician, and resolves it from the app, with measured deadlines. Several City Councils on the same SaaS platform, each isolated from the rest.
App and web (iOS, Android and web)
- Report an issue in a minute: type and sub-type, the questions specific to each type, photo, video or document, and location.
- Municipal map with layers: the cadastre gives the cadastral reference when you tap a building, and the official street map (CartoCiudad) the nearest street and door number. «Use my location» button.
- With an account or anonymously. If anonymous, it really is: the City Council cannot find out who reported it.
- Tracking via a link, with no account needed, and «My issues» with search and filter by status.
- Chat with the City Council on every issue, and notifications in the bell when the status changes or someone writes.
- Five languages: Spanish, Valencian/Catalan, English, French and Portuguese. Each person chooses two, and anything they receive in another language is translated for them by our own translator, without sending the text to third parties.
- Emergencies: the phone numbers the City Council configures, with 112 always first, and «Where are you», with the street and coordinates to read out to whoever answers.
- Photos are stored without their metadata: no GPS, no date, no phone model.
SOS on the watch
- For residents (Apple Watch and Wear OS): an SOS button that is held down for 2.5 seconds so it doesn't go off by accident. It calls 112 or the City Council's emergency numbers and shows the location and street.
- It works without logging in and is accessible with VoiceOver and TalkBack.
- For technical staff (Apple Watch): their own jobs and their department's, «I'll take it» and status changes from the wrist.
Work app (iOS and Android)
- Their issues and those of their department or company, with search, map and notifications.
- «I'll take it» for anything that reaches the department without an assigned person.
- Record card with chat with the resident, photos of the fix, internal tasks and status changes.
- What a colleague is handling can be viewed, but only the person assigned works on it.
- Accessible with screen readers (TalkBack and VoiceOver).
Departments, subcontractors and technicians in the same app
- List with filters, search and export to Excel, Word and PDF. Map of all issues, with a heat map.
- The City Council creates its departments and the subcontractors that work for it, with their technicians and at least one manager. An issue is assigned to the whole department, to a subcontractor or to a specific person.
- Subcontractors' technicians work with the app, never by email, and see only what they need: without the resident's contact details or internal comments.
- Zones with geofences: the polygon is drawn on the map with the mouse or uploaded as GeoJSON, and the issue is assigned automatically to its zone.
- Types, departments, automatic replies and phone numbers, in all five languages. Automatic replies on creation or status change, by type.
- Configurable input channels (web, app, phone, in person, registry and the City Council's own) and manual entry from the dashboard.
- SLA: response and resolution deadlines, upcoming due dates, monthly history and average times.
- Metrics and workload forecasting, cost per issue (downloadable in Excel) and reports in PDF and Word.
- Integrations: documented REST API (OpenAPI), XML/SOAP and RSS, and signed webhooks (HMAC-SHA256) to municipal systems, with no personal data.
- Built-in support centre: chat with the technical team, with automatic ticketing and SLA.
Your AI or none
- Optional and under the City Council's control: each one connects its own Claude, ChatGPT or Gemini account.
- It is used to classify the issue from the text or the photo, draft reports and detect duplicates.
- Without AI, everything works just the same: for example, reports are drafted from a template.
Security, privacy and accessibility
- Single sign-on (Keycloak), with two-factor authentication on the technical dashboard.
- Each City Council isolated within its own database.
- Technical support access is approved by the City Council and, unless it gives permission, is read-only.
- Full auditing with an integrity chain.
- GDPR: record of processing activities, data minimisation, genuine anonymity, right of access with export of one's own data, and account deletion.
- No third-party services in the browser: neither Google Maps nor OpenStreetMap. Our own official map and street map (IGN, CartoCiudad).
- WCAG 2.1 AA accessibility, with 0 axe errors on key screens, and responsive design from small phones to desktop.
- Performance measured with 100,000 issues in one City Council: lists, searches, map and metrics in under 1 second.
From a resident's report
to an official alert.
The issue residents report and the notice the Mayor's office signs live on the same platform: what comes in through the app is processed on the municipal dashboard and goes back to the phone as an official response, with the SOS button always to hand.
The residents' app
Photo, category and automatic location: the issue reaches the municipal dashboard with a registration number, without a digital certificate and in under a minute.
Official notices and SOS button
Digitally signed notices and alerts, segmented by district and by channel, and an SOS button that shares the exact location with the emergency services and local police.
And the same, seen from the City Council
Every report sent from a phone lands here with a registration number, an owner and the SLA clock running; when the team closes it, the response goes back to the phone of whoever reported it.
Built for
residents.
Incidents and alerts + lost property + news and official notices. An institutional digital presence without prohibitive costs or an in-house technical team. Rolled out in four weeks. The mayor communicates the priorities of the term of office directly to residents.
Most of the catalogue, including Authorisations where there is a LEZ or a regulated historic centre. Rolled out in six weeks. Coordination between the e-office, the police system and a unified resident experience.
Full catalogue with advanced configurations. Rolled out in eight weeks or more depending on integrations. A unifying layer over the City Council's existing technology ecosystem.
A 3-second press simultaneously alerts the regional emergency service and the Local Police with the exact GPS location. The app shows the status, the patrol assigned and the estimated time. No audible call.
The Mayor's Office publishes an urgent notice with a digital signature. The officer selects the channels (push + SMS for emergencies), targets the affected neighbourhoods and sees the reach and open rate of the message in real time.
Residents put forward proposals, assess them and vote on investment priorities. The City Council sets the amount, phases and requirements. Full traceability, with public results and aggregated demographic profiles.
Residents' data
never leaves Spain.
Residents open Centinel360 on their own phones, so identity and data custody come first: Cl@ve PIN and Permanente or a digital certificate to sign in, our own data centre on Spanish soil and data that never leaves the EU. GDPR, ENS (Spanish National Security Framework) High, ENI and UNE-EN 301549:2020 are not add-ons: they are the architectural starting point of the platform. The City Council is always the data controller and retains ownership of the data.
