If the by-law sets a charge, Aparca360 applies it by zone, time band, season and vehicle type, with exemptions and discounts for registered residents, reduced-mobility users or local businesses. Residents pay from the app or at the on-street parking meter: existing meters send their sessions to the platform, so there is no need to replace the machines, and occupancy and takings can be checked on a single dashboard. In enclosed car parks, historic centres or motorhome areas it also controls the barriers: the camera reads the number plate and the system opens or refuses entry depending on the permit or paid session in force.

A repair technician needs to enter the LEZ in a vehicle without an environmental badge for an emergency job. They apply for a temporary permit for a few hours, give the reason and receive an immediate response.

Is Aparca360 compatible with our municipal by-law?
Yes. Aparca360 is configured in line with each municipality's by-law in force. The system keeps a version history of by-laws so that every penalty is processed under the rules that applied at the time of parking, even if the by-law changes later.
Does Aparca360 work if our blue zone is pay-and-display?
Yes. Aparca360 handles both free time-limited zones and paid zones, and both can coexist in the same municipality. If your by-law sets a charge, the system applies it by zone, time band, season and vehicle type, with automatic exemptions and discounts for registered residents, reduced-mobility vehicles or local businesses. Residents can pay from the app or at the on-street parking meter: the meters you already have send their sessions to Aparca360, so there is no need to replace the machines, and occupancy and takings can be checked on a single dashboard. What about residents who don't have a smartphone?
Aparca360 coexists with the paper disc during a transition period agreed with the City Council. Residents can carry on using the traditional disc while the app is gradually adopted. We leave no one behind.
Are the penalty notices fully legally valid?
Yes. Aparca360 implements a complete legal chain of custody: certified NTP timestamp from the server, verified GPS coordinates, SHA-256 hash signed with the officer's HMAC and a qualified digital signature. The penalty notices meet the requirements of Law 39/2015 and are fully valid in administrative and contentious-administrative proceedings.
How does Aparca360 regulate motorhome parking?
Aparca360 lets you set up motorhome-only zones on the municipal map, with a maximum stay of up to 48 hours. The system distinguishes parked vehicles from vehicles authorised to stay overnight, issues automatic alerts when the time limit is exceeded and provides real occupancy data for sizing service areas.
Does it integrate with our e-government portal and municipal systems?
Yes. Aparca360 is fully API-based: all its functionality is available via a REST API documented to OpenAPI 3.0. We work natively with the main Spanish e-government platforms (Gestiona, Acceda, SEDIPUALB@, MOAD, Firmadoc), the municipal register to identify residents and the DGT to verify number plates.
Does it integrate with number plate reading cameras (OCR, LPR, ANPR)?
Yes, it is one of the flagship integrations. Every reading enters the system automatically: it checks whether the vehicle is legally parked, compares it against the list of permits and, if there is an infringement, generates a fully legally valid penalty notice. Compatible with Dahua, Hikvision, Axis, Bosch, Genetec, Milestone and any ONVIF camera.
Where is the data hosted?
All data are hosted on European infrastructure with guaranteed sovereignty. Aparca360 fully complies with the GDPR, the LOPDGDD and the Spanish National Security Framework, High category. Each City Council signs a data processing agreement in accordance with Article 28 of the GDPR.
